Nusajaya Masterplan & Special Economic Zone (SEZ) (since 2006 renamed as Iskandar Malaysia)

Teo A. Khing Design Consultants (TAK) was invited to participate in planning of the Nusajaya Masterplan and Special Economic Zone (SEZ). It was asked to review the existing masterplan, to propose a masterplan for the central planning area (approximately 2,700 acres) and to prepare a detailed layout plan for the central planning area.

Key to the Nursajaya Masterplan was the multi modal proposal for the logistics hub, incorporating and expanding the Johor air hub possibilities with a newly established plan to grow the second largest container port services in Tanjung Pelepas.

Additionally, the urban ‘corridor’ between the two hubs was studied with the objective to deliver major transformation centres for growth in twenty to thirty years timeframe. A vision that continues to bear fruit today.

Nusajaya SEZ needed to harness the commercial potential a special economic zone (SEZ) can create. Chief to this outcome was maximizing the potential of an SEZ to allow it to deliver on the key benefits of attracting local and international investment to stimulate local industries; being a platform to drive the national export market; and having the scope to allow for the diversification of supply chain management incorporating upstream, midstream and downstream activities.

To fulfil its brief, TAK needed to determine the project’s ‘investment soundness’; its return on investment (ROI) to government and investors; its ability to stimulate industry and job creation; and its ‘multiplier effect’ in creating additional revenue streams for governments and community. Its involvement was over three stages that included undertaking a review, analysis, rational and strategies report on the Nusajaya Masterplan and designing a masterplan and a detailed layout for a Central Planning Area.
